Today was the international scientific-practical conference on the theme “The Strategy of the First President of the Republic of Kazakhstan – Elbasy N. Nazarbayev – the driver of regional development.” The conference was held within the framework of the traveling exhibition project of the Library of the First President of the Republic of Kazakhstan – Elbasy “N.Nazarbayev: era, person, society”.
The main purpose of the conference was to present the significance of the strategy of the First President of the Republic of Kazakhstan – Elbasy N. Nazarbayev on the development of Kazakhstan and expanding knowledge about the development of the economic, socio-political, spiritual and cultural potential of Western Kazakhstan as a factor of successful regional development in the process of discussing the opinions of the foreign and local expert community.
At the opening of the conference the Akim of Aktobe oblast, doctor of economic sciences, Professor Berdibek Saparbayev made a welcoming speech.
“From the very first days of Independence, Elbasy set a clear goal – Kazakhstan should become a prosperous state. It was not an easy task, because there were many difficulties that our people overcame by their unity and cohesion. Today, our country is on the path of sustainable development. The successes that Kazakhstan has achieved in the last quarter of a century are directly connected with the name of the First President, Nursultan Nazarbayev. “Grow and prosper, fertile land – Aktobe” – once wished Elbasy. And today our oblast is actively developing by the solid work of Aktobe residents. The president always says that where there is no agreement, but only fragmentation, there can be neither national values nor common goals. Therefore, the current scientific conference is so important. The main goal is to strengthen the statehood, unity of the people, enlightenment and education of the younger generation,” said he. Also, the oblast Akim made the message to the youth: “Every citizen should know the history of his country. In this regard, I ask you to visit the exhibition of the Library of the First President of the Republic of Kazakhstan, where you will be acquainted with unique artifacts, books, which present the history of our state. ”
Amerkhan Rakhimzhanov, the first deputy director of the Elbasy Library, Doctor of Political Sciences, Professor, made a presentation on the development of the regions of Kazakhstan by President Nursultan Nazarbayev’s Strategy for the Development of Regions of Kazakhstan.
– Only 27 years have passed since the Republic of Kazakhstan gained the status of an independent state. From the point of view of the historical process, this is not a significant period. However, the pace of change in the economic, political, and social spheres of the country has increased so much that the scale of transformation cannot fail to amaze those who witnessed the first steps of the young Kazakhstani state in the early 1990s. The main postulate of the policy pursued by the President of the Republic of Kazakhstan has always been the preservation of peace and harmony in the country. I think all of you will agree that one international scientific conference cannot fully reveal the role of the personality of the First President of Kazakhstan, the founder of the new state Nursultan Abishevich Nazarbayev in strengthening the sovereignty and statehood of Kazakhstan said Amerkhan Muratpekovich.
The Rector of Zhubanov University, Doctor of Philology, Professor Bauyrzhan Erdembekov, also greeted conference participants. “Today, within the framework of the implementation of the exhibition project “N.Nazarbayev: Epoch, Personality, and Society” we are holding at ARSU named after K. Zhubanov International Scientific-Practical Conference “The Strategy of the First President of the Republic of Kazakhstan – Elbasy N. Nazarbayev – the driver of regional development.” For the political and cultural life of the country, such events held in different regions of our republic become landmark events. May all the ideas, suggestions and theories that will be heard at today’s conference serve for the qualitative implementation of the tasks set by the President to the people of Kazakhstan” addressed the head of the university.
During the conference, Bauyrzhan Erdembekov made a report “Modernized higher education is the factor of regional development”, in which he focused the attention of students on the work, which was done by the university, according to instructions of the President of the country. He noted that university students are fully provided with rooms in hostels. During the last academic year, 15 specialties of magistracy and 5 specialties of doctoral studies were opened at the university. In the new academic year, the Higher College of the University resumed its work, which trains personnel in 12 specialties. Also in his report, the rector noted that this year the university accepted 5300 first year students, of which more than 800 are foreign students. It should be noted that about 200 students – ethnic Kazakhs received the opportunity of free education. Bauyrzhan Erdembekov in his report stressed that at the expense of the university this year was built “Park of innovative technologies”, the area of which is 1200 sq. Today, there are 13 scientific laboratories and 5 teaching and educational centers. In addition, according to the results of the independent rating in areas and levels of training of specialists conducted by the Independent Agency for Accreditation and Rating (IAAR) of the Republic of Kazakhstan, Zhubanov University rose from 12th place to the 7th.
Recently the new electronic reading room named after the First President was opened in the scientific library of Zhubanov University, more than 350 books from the Library of Elbasy were donated to it.
The Rector of the University Bauyrzhan Erdembekov was given a letter of appreciation for active participation in organizing large-scale cultural, educational and socio-political events in the framework of the traveling exhibition project of the Library of the First President of the Republic of Kazakhstan – Elbasy “N.Nazarbayev: era, person, society” on behalf of the Head of the Office of the President of the Republic of Kazakhstan – Acting Director of the Library of the First President of the Republic of Kazakhstan – Elbasy, Mahmud Kasymbekov.
The conference was attended by 126 scientists from 15 foreign countries (China, South Korea, the Republic of Turkey, the Republic of India, the Russian Federation, the Republic of Uzbekistan, the Kyrgyz Republic) and more than 20 Kazakhstani universities, including Professor of Xinjiang University of Finance and Economics (China People’s Republic) Li Jianhong. The conference participants discussed the results of scientific research in the implementation of the program article of the Head of State “Looking into the future: modernization of public consciousness”, the project “Five social initiatives of the President”, preserving the culture of interethnic, interfaith harmony and spiritual development, foreign policy initiatives of the First President – Elbasy as a factor of international status and authority of Kazakhstan in the world community in the context of N.A. Nazarbayev on the development of regions of Kazakhstan.
